In transient-mark-mode, the current behavior in general is that
mark-even-if-inactive is only used for commands which require a region.
For those commands whose behavior varies depending on the presence of
a region, mark-even-if-inactive is ignored.
I.e. mark-even-if-inactive causes the mark to be used only in those cases
where not using it would cause an error.
