Sounds good, but if the user has to change its config to get Tramp/scp to
work acceptably, then she may as well change tramp-default-method.
So I think the default should be "ssh" because it's the only setting that
works acceptably without any need for the user to use
a particular ssh configuration. Then we can tell them "if performance
sucks, use scp which involves these and that changes to your SSH config".
