When software package maintainers update their package web pages, do
they update server/whatsnew.html when they should?

How do they update server/whatsnew.html?  Do they have access to
update it, or do they have to send mail to you, or what?

I am thinking that we might want to change something either so that
they can do this more easily or so to help them remember to do it.
