[Savannah-help-public] Whom should I send code for project request task #4409

Hi,

I have filled out a registration of a new project (project request task 
#4409). Project's name - "elMirror". There is already some code with it, 
but it has not been posted anywhere. So, I have to email it to someone. 
Who? And what format, tar.gz? It is a tree of folders with files and 
partial documentation.
A separate question. Can you suggest a header in files to reflect 
copywrite and license info (GPL2+).
