Could you please fix this problem?  Maybe he is right that
diff treated the files as binary.  If so, there is a diff
option that can be specified so as to insist on comparing
files as ASCII.  That option should be used, so that all files
do get compared.

Please ack when this is fixed.

Yes.  I have no idea what might have caused this.  I committed both
the ChangeLog diff with the quail/greek.el diff with the same commit
command.

quail/greek.el contains characters from both the iso-latin as well as
the unicode Greek charpoints, I had to explicitly disable
unify-on-encoding/decoding in order to do the edits without affecting
any but the edited areas.

Maybe diff considers the results to be a binary file or something?
