    I am not able to reproduce the problem. I copied the emacs repository
    in a test project and issued commits - it works as expected.

It only happens some of the time, as the emacs-diffs output shows.
It seems to be unreproducible.

    Can you gather more information next time it happens? Such as the cvs
    command used for the commit?

Would you, or whoever investigates this, please ask them directly for
whatever information is needed?  You could ask them as easily as I could.
I have NO direct information about this except the messages that I
see in the emacs-diffs list, and I have forwarded that to you already.
(Do you have an archive of emacs-diffs?)

I suspect that this is due to some sort of change that was made
a few days ago.  What change was made?
