I made both these changes, but the flash write is still timing out:

avrdude: stk500v2_command(): unknown status 0x80
avrdude: stk500v2_paged_write: write command failed

I tried changing the memory "flash" delay parameter to values as high
as 250. I tried bumping max_write_delay to 20000. Are there any other
parameters I should try tweaking? I am using a jtag2isp programmer
(Atmel JTAG ICE mkII in ISP mode).

I started playing with the -B bitlock switch, and found that -B8
fails, but -B9 succeeds! I don't what the default was, but bumping
this value to -B9 fixed it!
