Sorry, I should have said TkGnats doesn't support printing in Windows
(only UNIX).

You could try this from a UNIX machine and/or a Windows machine:

timshel:~$ tclsh
% socket localhost 1529
sock3
% gets sock3
200 timshel GNATS server 3.113 ready.
% puts sock3 "ARAF 2001-07-12 00:00"
% flush sock3
% gets sock3
210 Ok.
% close sock3
% exit
timshel:~$
