We could, but it would look kinda odd.  Or perhaps not?  Pop up the
empty buffer saying "Loading..."  It's possible.

When the connection is made (and the certificate is examined), the *eww*
buffer is still not created.

If the certificate is invalid when we're visiting www.google.com, I
think the default (i.e., `medium') setting should be to query the user.
