Log message:
* Forward-ported the 'sleep' console command
* Added some #ifdef'd code for timing pic drawing times
* Fixed bug in pic drawing where we'd not consider the effects of
dithering on determining whether a pixel was writeable or not

The pic drawing fix incurred a slowdown of 1.7 on IA32.
