Only if your intention is to avoid using those fonts even when existing
documents explicitly reference them.  The current plan in fontconfig is to
not include the bitmap font directories by default so that users will have
to work to ruin their UI with bitmap fonts.  A future fontconfig release
may provide some mechanism to black-list fonts by path or family.

This particular behaviour has the additional benefit of not presenting 
these troublesome families to casual users at the cost of not providing 
out-of-the-box support for many languages.
