Every proprietary license includes that part. As far as I know.

FWIW, Italian law allows reverse-eng for "interconnection
purposes". So if you don't have docs about a file format you can
decode by hand in order to recover your data. Me thinks law should
make it compulsory to release any information that is needed for
interconnaction purposes.
