A forum could be an asset.  However, can you point to some popular sites
using phpBB3 so that an idea of its capabilities and shortcomings can be
had?

Also can we first ask,

        who is the forum for?
        what is the goal of the forum?
        what kind of activities or functions should it provide?
        how should those functions be provided?

>From a user perspective, the Ubuntu Forums has OK software.  The kubuntu
forums, Linux Questions, and Slashdot have poor software.

A very solid requirement for forum software ought to be 100%
functionality without javascript.  Even if javascript is allowed as an
option, it should not be a barrier to full use of the forum.
