Tom could run WebDAV and configure Apache to give you write access. He
could give you access via ssh, restricted via one of the many mechanisms
available (see the wrappers used by Savannah to allow sftp but not
shell, the available SELinux configs, etc). He could give you access via
a FTP server. He could... etc.
