It works for 21.3, and emacs-21.3 runs without an error. However, for versions 22.3 and 22.2, when I tried to run emacs via "runemacs.exe", it failed with an error message:"GNU Emacs for Windows NT/95/98/2000/ME/XP has encountered a problem and needs to close. We are sorry for the inconvenience."
There seems to be a problem with Emacs 22 running in the Turkish locale. Current CVS doesn't seem to have this bug, precompiled binaries are available from http://ourcomments.org/Emacs/Emacs.html. The first pretest for Emacs 23 is due within the next week.
