  Yes, of course. GNU Project is not a merely technical project,
perhaps as you know. If you don't know, see the philosophical articles
at the GNU web site.

  Because very many software packages exist in GNU, there are several,
different reasons why they are portable. As for earlier GNU software,
it was critical that there was no GNU (or other free) kernel yet. So,
to develop GNU software, it was important that it worked on other
operating systems.

  However, once we get a working GNU system, there is no reason that
GNU software should be portable. In fact, many GNU software packages
depend on, for example, gcc or GNU make. So, I don't say that Hurd
shouldn't be portable, but Hurd doesn't have to be portable. Whenever
it is convenient to rely on GNU software, we should do. Usually, it is
much harder to keep compatibility.
