Why _doesn't_ chroot just build a sub hurd?
Because setting up a sub-hurd involves a lot of work. First you need
a image of the drive you wish to use, then you need to copy a _fully
bootable_ system onto that image. And only then can you actually use
the sub-hurd.
It would be better to just not recommend chroot() on the GNU system,
and implement a easier way for setting up sub-hurds.
