Further, why is "demo-make.test" a prereq for "pdemo-inst.test"?

Making the following changes allow pdemo-exec and pdemo-inst to work on cygwin:

This patch is now applied to branch-2-0 and head. It did reduce the number of failed tests observed under Cygwin and MinGW.

Something wierd happened with the pdemo-inst patch. The following change happened:

-func_require "demo-make" "demo/hell$EXEEXT"
+func_require "pdemo-make" "demo/hell$EXEEXT"

But the patch I sent in was

-func_require "demo-make" "demo/hell$EXEEXT"
+func_require "pdemo-make" "pdemo/hell$EXEEXT"

E.g. there were two "demo" to "pdemo" changes in the same line, not just one.
