texi2html does not have such a setting. We mimick it in our init script
(Patrice was reluctant to add this directly to texi2html and instead
suggested to use an init script). For this, we have to officially split at
section (meaning also that the function to determine the filename is also
called for every (sub)*section/unnumbered(sub)*sec).

Since we use one init script for all docs, we can only have one rule...
Currently, we simply put all unnumbred (sub)sections into the same file as
the previous numbered section. As the snippets page does not have any
numbered section, so everything is put into the same html file for now...
