Here's another way to reproduce it, without using xrc.

/c/wxWidgets-2.6.2/build_3_4_2/samples/notebook[0]$./notebook.exe
Click the "Inserted" notebook-tab
Press the keyboard's Tab key once

Same symptoms as described above.
