They don't seem to encode it at level 10, according to
http://wiki.openstreetmap.org/wiki/Tag:boundary%3Dadministrative#admin_level

For UK, they say:

 * Level 6 : Greater London / counties / unitary authorities. (Includes
   the City of London as an enclave of Greater London)

 * Level 8 : (England only) districts / London boroughs / metropolitan
   boroughs.
