I'm not sure how useful that would be, the simplicity of a makefile
means it runs on many systems. I meant that Debain stable versions
will be the basis of the minimum requirements and inform decisions
about whether we build those or leave it to the packaging system.

I originally came across mingw-cross-env while trying to build some
python extensions. I didn't have a lot of success, though that was
some time ago. These days, there are windows binaries for everything I
need.
