Artificial, I think. (Clearly you could have done what you wanted,
back when the branch was younger. So there could be a database where
that was true (and you could make one using "db kill_rev_locally"
anyway), so you *could* do a propagate of some younger branch.)
My guess is it's just never been important enough for a more specific
syntax than explicit_merge.
