I think this requires the master to stagger the requests to the single
Windows box running the buildbots. Or some way for one buildbot to
support both MinGW and Cygwin.

Actually, I can do this manually. The real requirement is that the
buildbot not be running when I'm using the machine; it has
'suspend/resume' commands for that.
