Unfortunately, PHP and Perl are usually the languages supported by small
virtual hosting companies (possibly ASP as well if they're using Windows
servers). You'll need to go to a more specialist provider for Ruby on
Rails, and I think most of them are based in the US. I've heard good
things about Text Drive (http://www.textdrive.com), though I'm not sure
what their service is like now that they've been bought out by Joyent.

I personally wouldn't recommend using your own box, as Rails is (in my
experience at least) not particularly easy to setup and configure,
especially not compared with PHP.
