No, not quite. I still find the new terminology of Zope a little
confusing, so please bear with me:

I have a DTML Method default_template, that gets called from the
LocalContent Objects. This method contains:

<dtml-call "RESPONSE.setHeader('Content-Type','text/html;
charset=UTF-8')">
<dtml-var copy_of_standard_html_header>
<dtml-var body fmt=structured-text>
<dtml-var copy_of_standard_html_footer>

And the tree-tag is in the DTML method copy_of_standard_html_header.
