From what I've researched, GIMP supports ICO format, however, have not found how to assign layers automatically. I tested some prototypes by hand, and I'll have to make new versions of the icons to complete the range of sizes supported on MS Windows.

For the record, "convert" is from the ImageMagick suite and is not GNU software.

If you are looking for an alternative program to convert between image formats,
there is also GIMP (which is GNU software).  But scripting it is a little more
complicated.  I don't know if it knows about .ico format.
