I think we should (to, say, an hour), regardless of whether that helps
Ivan or not, because all experience is that networks fail in
unpredictable and unknowable ways.  What "should" be the case is pretty
irrelevant :).  We don't want to be in the business of debugging
people's network connections.  We just want people to get their data.
I see no significant downside to increasing the timeout?

Ivan: I rather suspect rsync would be more likely to succeed for you.
And/or it's an exact-bzr-version issue.
