unsatisfiedlinkerror

Hi,
i compiled swarm(www.swarm.org) 2.1.1 on debian kernel 2.4.17 using gcc 
2.95.4 with tk version 8.3, tcl version 8.3, and blackdown java version 
1.3.1.

when i try to run the sample app heatbugs, i am getting the error:

the native implementation libjavaswarm.la is in /usr/local/lib and that 
dir is in LD_LIBRARY_PATH.

what is the problem? could anyone help?
