I didn't reproduce the bug. Using the svn trunk, I:
* launched TeXmacs;
* selected a russian document;
* typed "setxkbmap -layout ru" in a shell;
* typed "azertyuiop qsdfghjklm wxcvbn" in TeXmacs, which is the keymap
  sequence of my Azerty keyboard;
* saved and exported in LaTeX.

Here is the result. The document is typesetted as expected in TeXmacs.
