You got this wrong. Even if you consider just the name: 
Wings Is Not Gnustep

But anyway, for your peace of mind, rest assured that WINGs have no
intention to duplicate GNUstep of any other *Step out there.
Its just a small widget set and the useful data types for implementing
Window Maker and small applications that don't crawl on your desktop,
while still preserving the *Step look/feel.
Because, if the kid under the stage (window manger) is crawling like a
dead man, what speed do you expect from the applications it manages?

Not speaking that Window Maker is a successful project for more than 2
years now, because it went on its own simple and fast minimal toolkit,
instead of waiting for the beast revival, in which case it would have
been speculation even today, like all other objc/gnustep based attempts
of re-implementing it.
