I think he means numbering bug-fix releases as 21.x.{2,3,...}. The
bug-fix number is the `minor-minor' number.
The first proposed numbering scheme was similar to this one, and in my
opinion it was the wisest.
Most software out there is released with a numbering resembling this,
and its meaning is clearer than the current one.
