Assuming that the advice in INSTALL-CVS is sound, why would the target below,
added to the Makefile (or rather Makefile.in) in the top directory, not work?

        (cd lisp; $(MAKE) recompile EMACS=../src/emacs)
        (cd man; $(MAKE))

then INSTALL-CVS could advise:

 $ ./configure
 $ make cvs

after an update.
