But this looks awkward in Info with Info-hide-note-references equal t:

   This function looks up the target in file-coding-system-alist
   (see file-coding-system-alist).

whereas the first variant is better:

   This function looks up the target in file-coding-system-alist.

So the variant that will look equally good in Info with
Info-hide-note-references equal to t or nil and in the printed copy
has yet to be found.
