If GNU Hurd were as usable and developed and *unmaintained* as bzr,
then my guess is that it would be hard to convince GNU contributors
to use it.

I'm all for considering the GNU project as a whole, and supporting
other GNU projects is a good goal.  But IMO this goal should not
hurt the whole dynamic: relying on unmaintained software (or poorly
maintained) is just... depressing.

If Mercurial (or another dVCS) is good enough, well maintained,
willing to become a GNU project and to use GPLv3+--I'd be glad to
learn it and to use it for Emacs.
