Well, I'm suggesting to extend Unicode rules here for the sake of
(non-Polish) users.

It's quite easy: A decomposition happens only if the modifier at most
touches the glyph.  A glyph with a strike-through feature (ł, đ, ø,
etc.) is thus not decomposable.
