I agree that adding an arg to `length` is probably not a good idea.

But how serious is this need we're talking about?
I mean we can already easily implement those things in ELisp:

    (defun length> (x n)
      "Non-nil if length of X is greater than N."
      (if (consp x)
          (nthcdr n x)
        (> (length x) n)))
