Try this:

  gpg --keyserver keyserver.ubuntu.com --recv-keys 
17E90D521672C04631B1183EE78DAE0F3115E06B

I'm sorry, but problems with keyservers are a fact of life these days,
and no announcement can keep up with the changes fortunes of times as
quickly as they seem to change...
