I think I'm missing a point here. Here is the signature/documentation I get from Emacs 28.2:
read-from-string is a function defined in C source code. Signature (read-from-string STRING &optional START END) Documentation Read one Lisp expression which is represented as text by STRING.
While I understand your arguments for other minibuffer related function, I don't understand how this one makes use of minibuffer.
