I went ahead and renamed it to emms-tag-editor.el in a recent patch.
I'll try the ogg renaming feature in a day or two, once school settles

Code note: I don't think we need to manually prune out dead buffers
From the output of (emms-playlist-buffer-list), because the function
already does that.  So I removed the call to `remove-if-not' in
several places.  If a buffer is somehow being deleted in between the
call to (emms-playlist-buffer-list) and the rest of the function, we
should probably make `emms-playlist-buffer-list' into a macro.
