yes there is (dlltool) but it won't suit you, that is, it won't make the 
import libraries you want, that being usable from any non-gnu toolchain.

however, afaict, you can use dlltool to produce a .def file and that 
probably might be of use. just don't ask me how, 'coz you know ;)
