I think this is simply dangerous - such matters should be pushed up to the next level.
One possible approach is to have a system of informal straw poll votes.If such a vote is overwhelming, that often settles the matter to everyones satisfaction. But then if someone seriously objects to the
result of the vote, allow anyone to insist that it be pushed up.
