It surely goes back much farther than that; it was about a year ago
that Tom posted a couple about "looking for people to play a little
game" (ie, act as lieutenants/patch queue filters), and I'm sure he'd
been thinking about it systematically for some time before that.

Furthermore, about two years ago he (inadvertantly) delegated
maintenance to Walter Landry for a few months.  It turned out that
Walter wasn't the right guy, but even so I got the impression Tom was
ready at that time to delegate substantial decision-making authority
to the right person.

What we're seeing now is the formal implementation of the fruits of a
long-term process.
