1) I can't find any scenario where a user would type "tla star-merge
patch-XX" meaning something else, and in which the proposed
behavior would be harmfull (but there may be one I've missed).
2) star-merging on later revision is somethimes meaningfull:
$ tla logs | tail -1
patch-42
$ tla star-merge --three-way patch-56
...
