They turned out to be complementary, and James has merged them into 
1.2.1. Colin's function is arch_fqvsn_from_tree_and_input and mine is 
arch_determine_revision.  But they have to be applied 
command-by-command, so they don't have a lot of coverage yet.

Both support patchlevel names.
