cgps uses ncurses, not Qt. You can try xgps.

It depends on your sentence mix. Only a few sentences provide enough info to
disambiguate the GPS epoch. What sentences are you getting?

Once gpsd connects to your GPS, they look with gpspipe:
gpspip -w -n 4
The DEVICES messages describes your receiver. A u-blox looks like this:

Note the "driver", "subtype", and "subtype1" keys. This is a u-blox
running 3.01 firmware.

This is why you can't build cpgs, you forgot to install ncurses. Details
are in the INSTALL.adoc file.
