cgps uses ncurses, not Qt. You can try xgps.

It depends on your sentence mix. Only a few sentences provide enough info to
disambiguate the GPS epoch. What sentences are you getting?

Once gpsd connects to your GPS, they look with gpspipe:
        gpspip -w -n 4

The DEVICES messages describes your receiver. A u-blox looks like this:

{"class":"DEVICES","devices":[{"class":"DEVICE","path":"/dev/ttyAMA0","driver":"u-blox","subtype":"SW
 EXT CORE 3.01 (111141),HW 00080000","subtype1":",ROM BASE 2.01
(75331),FWVER=TIM 1.10,PROTVER=22.00,MOD=NEO-M8T-0,FIS=0xEF4015
(100111),GPS;GLO;GAL;BDS,SBAS;IMES;QZSS","activated":"2019-12-03T02:38:14.000Z","flags":1,"native":1,"bps":9600,"parity":"N","stopbits":1,"cycle":1.00,"mincycle":0.25}]}

Note the "driver", "subtype", and "subtype1" keys. This is a u-blox
running 3.01 firmware.

This is why you can't build cpgs, you forgot to install ncurses. Details
are in the INSTALL.adoc file.
