[Health] party.party error message "you cannot write in this document! (party.party)"

Dear all,

i am testing GNUhealth on a virtual server having the demo database.

i've created a new user (health professional) with a new institution and i've assigned the doctor to the institution. 

Logging on with this new created user, i receive the error message "you cannot write in this document! (party.party)"when i try to create a person (party). see attached screenshot. 

when i do the same with the admin user of hospital GNU SOLIDARIO it works. 

i've compared the rights of both users and i could not see anything wrong. the new created user has even more rights than the admin user.

can somebody please help?
