The background for this GNU IDE idea was that I made plugins of Flex and
Bison for my Metrowerks IDE, and got curious about the problem to generate
debugger code as well. It then turns out that this format is not public,
but Metrowerks proprietary.

Since GNU is at the forefront at providing public sources, this then
becomes an interesting issue.

If GNU is doing something like that, then it will "make" based, most likely
using Emacs, plus some other stuff in order to make it more like the
Metrowerks/HP and others around, but with public formats, allowing
programmers to extend it.
