Hi Phil, 

I'm sure its not being modified on startup (but if there's a way I can 
demonstrate that to you definitively please let me know). 

What do you think about the second part of the error besides the symbols that 
indicate a problem with compressed files? The message:

"Process connection broken by remote peer"

That appears in all the package descriptions?

As long as this list isn't nil, Emacs should be able to handle compressed 
content. Are you sure that this variable is not modified during startup?  Some 
people like to set this to nil, so as to accelerate how long Emacs needs to
