I've stored on CVS 
(http://cvs.sourceforge.net/viewcvs.py/koha/koha/misc/translator/po/)
2 _en_EN.po files. get them, then rename them match your language (like 
fr_FR.po for french), then begin translation.

note : the file may not appear immediatly, but they are here
